【摘要】:ThisInternationalStandardcovershigh-levelsafetyrequirementsapplicabletoautomatedurbanguidedtransportsystems,withdriverlessorunattendedself-propelledtrains,operatingonanexclusiveguideway.Thisstandardonlydealswiththesafetyrequirementsneededtocompensatefortheabsenceofadriverorattendantstaffwhowouldotherwiseberesponsibleforsomeoralloftrainoperationfunctions(seeTable1),dependingonthelevelofautomationofthesystem(seeshadedareasinTable1andsee3.1foradefinitionofthedifferentgradesofautomation).TherequirementsofthisstandardarerestrictedtotransportssystemsasdefinedinClause5andtoDTOandUTOasdefinedin3.1.4and3.1.20,respectively(seetheshadedareasinTable1).Applicationofthisstandardissubsidiarytotheresponsibilityofthetransportauthorityandthesafetyregulatoryauthority(seeIEC62278)andtothespecificlawsanddecreesapplicablewithintheprevailingenvironment(economic,social,political,etc.)wherethetransportsystemislocated,takingintoaccount:?socialriskacceptanceindifferentculturesordifferentnationallegalregulations(e.g.SHOREI,BOStrab)orprinciples(e.g.GAME,ALARP);?lawsanddecreesindifferentstates;?specialordifferentrequirementsspecifiedbythesafetyregulatoryauthorityorbyanindependentassessorinchargeofthespecificapplication;?theresponsibilityfor”safeoperation“bythetransportauthority.Thisstandarddoesnotapplytothefollowingtypesoftransportsystems,unlessspecificallyrequiredbytheTransportAuthority:?APMs(AutomatedPeopleMovers)operatingentirelyinsideaprivilegedenvironmentsuchasanairport,acommercialcentreoraleisureresort;?amusementridesandroller-coasters,generallyfeaturingasinglestationsothatpassengersboardandalightthesystematthesamelocation;?intercityandmainlinetrainservices,generallyoperatinginaruralenvironmentonpartoftheirroutes;?cable-drivensystems;?systemsfeaturingelectronicallyguidedvehicleswithopticalsensors,magneticsensors,orsimilardevices/systems.Thisstandardisnotconcernedwithrisksarisingduringworksforconstruction,installation,modificationanddismantlingofasystem.Thisstandardisnotconcernedwithpre-existingDTOorUTOsystems(seedefinitionsin3.1)thatweredesignedbeforethisstandardtookeffect.InthecaseofupgradinganexistingtransportsystemtoaDTOorUTOsystem,therisksassociatedwiththeexistingsystemareoutsidethescopeofthisstandard.However,thisstandardandtheriskanalysisprocessdescribedarerelevantfortheadditionalsubsystemsandpossiblyforthetransitionprocessitself.Therefore,theapplicationofthestandardisatthediscretionofthesafetyregulatoryauthority.InthecaseofextendingormodifyinganexistingDTOorUTOsysteminoperation,thisstandardappliesonlyifthechangeissignificantasdeterminedbythesafetyregulatoryauthority.However,therisksduetotherelationshipwiththeunchangedpartsofexistingsystems(e.g.rollingstock,tractionpowersupply,signallingandplatforms)shouldbetakenintoaccount.
